Lynn Frazier, PE, PTOE
President/CEOLynn Frazier graduated from the University of Maine Civil Engineering program in 2006, Summa Cum Laude. She then began her career as a traffic operations engineer in southern Maine and rose to the role of New England Traffic Group Manager for the Louis Berger Group. She then chose to move back to northern Maine with her husband, Charles, to work for her colleague and friend, George Campbell, at Sewall. Registered as a professional engineer in eight states, including Maine, she is also certified nationwide as a Professional Traffic Operations Engineer. Areas of specialization include traffic signal phasing and timing, traffic impact evaluation, roadway and intersection design, and 3D traffic modeling. Originally from Medway, Lynn now lives in Enfield. She and Charles have three children: Thomas, Abigail and Izaac. She enjoys boating, hiking and playing board games with her family. Jeff Lapointe
Master Electrician & Lead Technical AdvisorJeff Lapointe graduated in 1981 from Eastern Maine Vocational Technical Institute with an associate’s degree in Electric Power Technology. He is a Maine licensed master electrician and an IMSA Level III traffic signal technician. Thirty-four years in the paper industry and seven years of traffic signal maintenance have provided him with significant real-world experience and problem-solving ability. Jeff lives in Orrington with his wife Michele, and chocolate lab Dakota. He enjoys all manner of outdoor activities whether it’s summer or winter. Jeff@FrazierSignals.com
Charles Frazier
Communications CoordinatorA native of Keene, New Hampshire, Charles Frazier moved to Portland, Maine, in 2003, where he was an officer for the Portland Police Department. For three years, he contracted with the State Department as an International Police mentor in Afghanistan before returning to the Portland PD. During that time, he earned a master’s degree in public administration. Later, he contracted with FEMA to inspect homes damaged by major storms in Florida and Puerto Rico. For the past five years, he served as Town Manager of Enfield, Maine. He is excited about working for his wife, Lynn, as the communications coordinator for the company. Outside of work, he loves to spend time with his family, especially playing board games and pursuing outdoor recreational activities. charles@fraziersignals.com
Andrew Carter
Master ElectricianAndrew Carter retired from the City of Bangor after a 31½ year career in 2020. For the first twenty of those years, he drove heavy equipment under the Public Works Department. Subsequently, he took care of the City’s lights, traffic signals, and buildings as a member of the Electrical Department. Now a self-employed electrician, he works for Frazier Signals on a contract basis and enjoys his flexible schedule. He lives in Dedham with four cats, and in his spare time, likes to ride his motorcycle and travel.
Jon Shaw
Traffic Technician/ElectricianJon Shaw is an IMSA Level II traffic signal technician. After working in the electrical department of the City of Bangor for two years, he joined the Frazier Signals team in late 2023. Previously, he worked on the Geek Squad at Best Buy for nine years, installing home theaters and automotive accessories such as car stereos, remote starters, and subwoofers. He also served as an Army Medic for 6 years and was twice deployed to Afghanistan. Jon lives in Hudson with two cats and one dog on the family homestead where he grew up. For recreation, he is an avid year-round Disc Golf player and also enjoys board games and PC games.
Katie Coe
Traffic Technician/ElectricianKatie Coe is an IMSA Level II traffic signal technician who joined the Frazier Signals team in 2024. She comes to us from the City of Bangor’s electrical department, where she maintained and made emergency repairs to traffic signals. She also implemented an intersection maintenance system to ensure that signals were as reliable as possible. Prior to that, she balanced being the administrative assistant to both the City Manager and Finance Director of the City of Bangor while also being the purchasing department. Other work experience includes managing referrals for inpatient and outpatient services at Acadia Hospital and staffing overnight shifts at Shaw House, an emergency shelter for homeless teenagers. Bryan Miller
Heavy Equipment SpecialistBryan Miller joined Frazier Signals in 2024 after 16 years serving in the US Army as a recovery specialist and head mechanic. Recovery involved retrieving vehicles that were stuck, broken down, wrecked, or blown up (during practice) by towing them with a wrecker. He has his Class A Commercial Driver’s License. Bryan also owns Stars and Stripes Landscaping and Supply. Outside of work, Bryan is a family man who enjoys hiking, camping, and travel.
DJ Cox
Safety CoordinatorDJ Cox joined Frazier Signals in mid-2025 as a Journeyman Electrician. He has quickly become skilled in traffic signal installation, maintenance, wiring, and pedestrian buttons as well as street light installation and maintenance. For seven years previously, he worked on commercial electrical and industrial mill projects, primarily interiors. Concurrently, he completed a four-year apprenticeship program. Before becoming an electrician, he served as a corrections officer for the Hancock County Jail. Outside of work, he plays guitar in a heavy metal rock ‘n’ roll band called Black Liquor. He also has earned a brown belt in Brazilian jiu jitsu.
Stacie Smith
CFOStacie Smith joined Frazier Signals in early 2026 after 25 years working with our sister company, James W. Sewall Co., beginning as an administrative assistant and finally as the Manager of Finance and Accounting. She has earned an associate degree in accounting, has an eye for detail, and loves working with numbers. Her responsibilities include processing the day-to-day transactions in all aspects of record-keeping, such as AR, AP, and GL. Stacie also supports Lynn in reviewing and analyzing financial records. In addition, she assists with payroll processing and human resources for the company. Stacie and her husband have a blended family of seven children and seven grandchildren. When not at work, she loves spending time with her grandchildren, family, and friends, particularly at her camp. She adores cooking, reading, spending time outside (especially on the water), and loves to travel.
